Khetha Program:

The Khetha Program is a cooperative agreement between WWF-SA and USAID. The overall goal of the project is to halt wildlife trafficking impacts on flagship species in key populations of the GLTFCA landscape in South Africa and Mozambique.

Job Summary:The Khetha Program will coordinate a consortium of partners in creating enhanced regional coordination around shared resources based on effective implementation of community-based natural resource management policies, improved law enforcement and interagency cooperation. Activities will focus on enhanced community-based approaches to address illegal wildlife trade and providing support to law enforcement and will be implemented through a range of civil society and government partnerships through the support of USAID.

Background:

Reporting to the Directorate: Biodiversity Enforcement within the Chief Directorate: Sector Enforcement, Branch: Regulatory Compliance & Sector Monitoring at the Department of Forestry, Fisheries and the Environment, the position of Enforcement Coordination and Liaison Manager will support the effective national, regional and international collaboration in relation to wildlife trafficking and undertake the liaison and co-ordination required to implement strategies and policies aimed at addressing wildlife trafficking.
The position will be based with the Department of Forestry, Fisheries and the Environment in Pretoria and will require the ability to undertake national and regional travel as necessary.

•Support in coordinating the implementation of national and regional strategies and agreements focused on combatting wildlife crime
•Support and co-ordinate the implementation of the Khetha Program and Rhino Lab initiatives and support to the Integrated Wildlife Zones
•Engage with NGOs and support projects focused on combating illegal wildlife trade and strengthening anti-poaching capabilities
•Monitor and evaluate the implementation and impact of various strategies
•Support to strategic projects within the Chief Directorate
•Assist in the implementation and reporting of all the relevant strategies/agreements relating to the combatting of wildlife crime that impacts on SA, national, regionally (eg SADC Law Enforcement and Anti-Poaching Strategy as well as the AU Strategy on Combatting Illegal Wildlife Trade) and internationally
•Ensure alignment of the implementation of these strategies/agreements and understand the role played by DFFE and develop tools/mechanisms to report on and track implementation
•Liaise with the APUs in the provinces and support and guide the implementation of relevant Rhino Lab initiatives in the different reserves
•Co-ordinate meetings including all administrative tasks relating to the Rhino Anti-Poaching (RAP) Committee of Working Group 4
•Meet reporting requirements for MINTECH Working Group 4 as well as the monitoring requirements for the Rhino Lab
•Liaise with other role players and provide guidance and planning on implementation and identify key projects being undertaken
•Liaise with relevant NGO’s and co-ordinate and guide project proposals and government priorities
•Co-ordinate relevant meetings and act as a liaison in relation to identified projects
•Support the monitoring and evaluation of specific aspects of the strategies that are being implemented
•Work closely with role players to identify needs in relation to monitoring and evaluation
•Participate in WWF-SA monitoring, evaluation and learning processes.

Requirements:
•3 years bachelor’s degree or equivalent.
•Experience in and understanding of wildlife crime and enforcement; understanding of strategic aspects and implementation of strategies.
•Understanding of anti-poaching and initiatives related thereto
•Ability to identify and understand issues, problems and opportunities; taking action that is consistent with available facts, constraints and probable consequences.
•Ability to operate at a strategic level and engage and liaise at both a tactical and strategic level with stakeholders
•Ability to clearly convey information and ideas to individuals or groups in a manner that helps them understand and retain the message.
•Understanding and experience in monitoring and evaluating of the implementation of projects and initiatives
•Ability to work long hours individually and in teams.
•Good interpersonal relations, including the ability to work with difficult persons and resolve conflict.
•Ability to work under extreme pressure.
•Sense of responsibility and loyalty.
•Initiative and creativity.
•Excellent communication and reporting skills.
•Valid driver’s license.
•Security vetting and clearance required at the relevant level.
